Why does it seem like Coyotes are never arrested?

I've heard of the Feds cracking down on certain illegals, but I've never heard of a Coyote getting arrested. Never. How do Coyotes always escape the law when they are clearly transporting illegals? I know there are 1,000's of Coyotes out there....... but why haven't any of them got arrested?
