Why can state law enforcement enforce drug laws and not immigration laws?

Both are Federal Laws, Both have Federal Agencies (DEA/ICE), Why can the newest rookie on a city or town level arrest a person over drug charges but states may not enforce immigration laws? Why can states make drug related laws and its ok, but immigration laws are unconstitutional, Whats the difference?
